For you to get V2K legally a surveillance warrant must be issued and is usually done through the municipal courts(maybe legal). Private communication firms are also hired to implement V2K. They have to prove it's mental illness and not schizophrenia, or even making targets out of people with schizophrenia with the addition of V2K to their life.
